Current operations without TUCPs A management strategy in the COEQWAL scenario library
This strategy is the same as the COEQWAL Current Operations with one change: Temporary Urgency Change Petition (TUCP) actions are deactivated. Under Current Operations, TUCP actions can temporarily modify Delta requirements during extreme dry conditions; this strategy runs the same system without them.
This brief describes “current operations without TUCPs”, one of 28 management strategies in the COEQWAL scenario library. Each strategy is simulated once under each of five hydroclimates; the references note at the end of this brief lists the model runs.
§2 What this strategy changes
The strategy deactivates TUCP actions in the model. Under the COEQWAL Current Operations scenario, TUCP actions can be triggered February through May when the Sacramento Valley index and Shasta storage both fall below certain thresholds, temporarily modifying Delta requirements during dry conditions.
Everything else matches current operations: the same operating rules, the same 2020 LandIQ land use, and the same flow and allocation logic. The pair of configurations isolates the TUCP switch.

This configuration was created from current operations by deactivating the TUCP simulation switch in the model code; it is otherwise identical to current operations. The CalSim model files for this strategy are referenced by the run IDs in the references note at the end of this brief.
